On her last album, 2001's superb Fan Dance, Sam Phillips and her husband, producer T-Bone Burnett, stripped away all adornments for a set of eerie, mysterious acoustic ballads. A Boot and a Shoe follows suit, using a similarly limited palette with close-miked acoustic guitars, clattering percussion, and stand-up bass as the primary colors, but rather than simply create Fan Dance, part two, Phillips lets a little more light into the picture. Up-tempo tunes such as the rolling "Infiltration," the bouncy "Love Changes Everything," and the swinging "If I Could Write" (which sounds like a lighthearted ditty until it's clear that it's a romantic kiss-off) brighten the atmosphere. There's something European about A Boot and a Shoe's songs, from the oom-pah rhythm of "One Day Late" to the French chanson stylings of "I Dreamed I Stopped Dreaming" and "Reflecting Light." Phillips's songwriting, which often has a metaphysical bent, is more than strong enough to stand up to the stark arrangements, and her expressive, intimate voice has never sounded better.
