This Festival Mushroom release corresponds with the label's reissues of Kylie Minogue and Impossible Princess, as well as a Kylie Minogue greatest-hits DVD. It features 33 tracks, from hits like "Locomotion" and "Confide in Me" (presented in single-mix format) to "Tears" from an Australia-only EP, and a spunky live cover of ABBA's "Dancing Queen" from 1999's Intimate and Live. But while these inclusions might make Greatest Hits 87-99 attractive to Minogue completists, they don't make the set stronger than the 2003 BMG release Greatest Hits 87-97, which had all of the singer's early work with the songwriting/production team of Stock, Aitken & Waterman as well as additional remixes and better cover art. It remains the definitive Kylie Minogue retrospective. Johnny Loftus, All Music Guide
